Canada Immigration Levels Plan 2026: How Many Immigrants Will Canada Accept?

The government has signaled a shift toward:

  • Lower overall permanent residence admissions compared to 2023-2024 peaks
  • Priority on economic immigrants with skills matching labour gaps
  • Francophone immigration targets maintained or increased
  • Reduced temporary resident volumes — fewer international students and temporary workers

What This Means for Citizenship

If you already have PR status, immigration levels don't affect your citizenship eligibility. You can apply for citizenship after:

  • 3 years (1,095 days) of physical presence in Canada within the last 5 years
  • Filing income taxes for at least 3 years
  • Passing the citizenship test (if aged 18-54)
  • Demonstrating CLB Level 4 in English or French
