Canada is recalibrating its immigration levels to sustainable targets after record-high admissions in previous years. The 2026 Immigration Levels Plan balances economic needs with integration capacity.
2026 Immigration Targets
The government has signaled a shift toward:
- Lower overall permanent residence admissions compared to 2023-2024 peaks
- Priority on economic immigrants with skills matching labour gaps
- Francophone immigration targets maintained or increased
- Reduced temporary resident volumes — fewer international students and temporary workers
What This Means for Citizenship
If you already have PR status, immigration levels don't affect your citizenship eligibility. You can apply for citizenship after:
- 3 years (1,095 days) of physical presence in Canada within the last 5 years
- Filing income taxes for at least 3 years
- Passing the citizenship test (if aged 18-54)
- Demonstrating CLB Level 4 in English or French
