IRCC International Student Program Reforms: What Changed and Why It Matters

In March 2026, the Auditor General of Canada published a report on IRCC's reforms to the International Student Program. Immigration Minister Metlege Diab welcomed the audit.

Key Reforms to the Student Program

  • Capped study permits โ€” limits on the number of new international student permits issued annually
  • Verified institutions โ€” stricter requirements for Designated Learning Institutions (DLIs)
  • Post-graduation work permits (PGWP) โ€” tightened eligibility to align with labour market needs
  • Financial requirements โ€” increased proof of financial support for study permit applicants

Path from Student to Citizen

Many international students ultimately become Canadian citizens. The typical path:

  1. Study permit โ†’ complete a Canadian degree or diploma
  2. Post-graduation work permit โ†’ gain Canadian work experience
  3. Express Entry or PNP โ†’ apply for permanent residence
  4. Citizenship โ†’ after 3 years of PR, take the citizenship test
